No. A standard photocopy or home scan of a physical paper document is not recognized as a digital original. You must provide the secure, original PDF file generated directly by the EU issuing authority, or mail the physical paper original to our office. The U.S. Department of State will reject basic scans.

Under EU Regulation (EU) 2016/1191, many public documents (such as birth certificates or civil status records) are exempt from apostille requirements within EU member states. However, for commercial trade documents, and for any documents being sent outside the European Union (such as to Asia, South America, or the Middle East), a formal Apostille or Embassy Legalization is strictly mandatory.
