If your specific FDA branch only issues hard copies on security paper with embossed seals.
If the destination country (e.g., UAE, China, Kuwait) strictly requires a physical "wet-ink" certificate for Embassy Legalization.
In these cases, you will need to mail the physical certificate to our office.
